Samples for a remodel
Sampling follows your plan. A basement finish might need the floor, the ceiling texture and the duct tape checked, and a kitchen might add the plaster and the sheet flooring under the cabinets. Rooms outside the plan can wait.
Typical cost in Bloomington
Bloomington homes built in the 1950s, 60s and 70s can hold asbestos in finishes that look perfectly ordinary, and only a lab can tell. Before a remodel, a furnace swap or a teardown, an MDH-certified inspector samples the work area, and an accredited lab reports on every sample separately.
Testing is something we arrange for a single bathroom floor or a full building survey alike. Homeowners, landlords and builders in Bloomington, Mendota Heights and Shakopee can all book it.

A teardown survey takes in everything, from the basement to the roofing and the siding. MPCA requires that kind of inspection by an MDH-certified inspector before any structure is demolished, a house included.
Asbestos-containing, under Minnesota law, means a material with more than 1 percent asbestos. Your lab, accredited through NVLAP or the AIHA program, reports a separate result for every bulk sample, so you know exactly which materials cross that mark.
Sampling may not be needed in a building from after October 1988. In that case MDH accepts a letter from whoever designed or built it, the architect or the contractor, confirming no asbestos was used. Ask for that letter first, and book a survey only if nobody can provide it.
Not every home remodel in Minnesota comes with a testing requirement, though we recommend testing anyway. The three situations below are the ones where a survey or inspection is mandatory.
This rule is aimed at companies with workers on the payroll, not at you as an owner. Those workers may not start demolition, remodeling or restoration until a qualified person has surveyed the structure for any asbestos the job might disturb.
For a store, an office or a city building, the age of the building changes nothing. An asbestos inspection has to come first whenever it is renovated or demolished.
Before a demolition, Hennepin County staff come out to inspect the property. They will want copies of the asbestos survey and its report, so keep them with the rest of your demolition papers. This applies to Bloomington teardowns, because the city is in Hennepin County.
